A textured finish is not a material test

Artex is a familiar name for textured finishes, but appearance and branding do not establish exactly what is present. Some older textured coatings contain asbestos; others do not. Have the material and backing assessed appropriately before disturbance. The goal is a safe, suitable work plan as well as a smooth appearance. Do not sand, scrape or drill a suspect coating while choosing a contractor. A picture or presumed installation date is not proof of absence.
Assessment before a method is chosen
A competent assessment should establish the information needed for the intended work, including the coating, backing, condition and areas affected. Suitable professional sampling/analysis may be needed. Share existing reports rather than assume a survey for another room covers this one. Retain, cover or remove
Different options can be appropriate after assessment. Retaining a suitable finish may avoid unnecessary disturbance; covering changes the visible surface while material may remain; removal has its own safe-work and waste scope. None is automatically correct for every property. Ask what each proposal disturbs and what limitations remain. A new board layer still needs assessed support and fixings. A skim still needs a suitable background. Agree the reasoning, not simply the lowest price for making texture disappear.

Competence depends on the actual task
HSE distinguishes licensed, non-licensed and notifiable non-licensed asbestos work. Requirements depend on material, condition and method; not all textured-coating work has the same category. Appropriate training and controls still matter where a licence is not required. Ask the business to explain the classification and relevant competence for this job. An awareness certificate alone does not establish competence for every removal task. Do not use a broad no-licence-needed statement as a substitute for assessment.

Textured coatings and the condition beneath
Some textured coatings can contain asbestos. Appearance alone cannot establish whether a coating is safe to disturb, so obtain appropriate assessment before scraping, sanding, drilling or specifying removal. Ask how identification, the proposed method and waste responsibilities are handled. Covering and removal are different scopes.
The ceiling or wall beneath also needs a suitable assessment; covering does not repair every adhesion, movement or moisture defect.
